Greene County Development Update: What’s Coming to Lake Oconee?

If you've been driving around the lake lately, you've probably noticed a lot of dirt moving and construction happening.

To keep you ahead of the curve, I’ve spent some time digging through public records to see exactly what is moving through the county pipeline. Today, I'm breaking down a few major upcoming residential projects currently navigating the local planning and approval phases.

New Development Report

1. Park Place (Phase 2)

First on our radar is the established Park Place development, which is looking at a significant expansion.

During the April 14, 2026 Board of Commissioners meeting, a revised preliminary plat request was brought forward by Hardeman Builders Group, LLC. While a previous version of the plat secured board approval back in August 2024, various technical updates required county staff to conduct a fresh review.

Here are the quick facts on Phase 2:

  • The Footprint: The project involves creating 130 townhomes out of 17.40 total acres.
  • Zoning Details: The acreage sits within the existing Park Place Development and maintains an LR2 zoning status.
  • Compliance Status: County staff confirmed the updated layout meets all requirements of both the County's Code and the Georgia Plat Act.

2. The Bluffs at Carey Station (Phase 1)

If you've driven up Carey Station Road recently on your way toward Athens, you’ve likely noticed dirt moving and site preparation underway. That activity belongs to a major new single-family residential community moving through the pipeline.

In early 2026, county records finalized a plat request submitted by Falcon Design Consultants for The Bluffs at Carey Station, Phase 1.

This high-density, master-planned project features:

  • Total Acreage: The initial phase is situated on a 44.65-acre parcel.
  • Lot Count: The site plan plots out 90 residential home sites.
  • Land Use Allocation: Of the 44.65 platted acres, 18.57 acres are explicitly reserved for home lots, 6.58 acres are dedicated to road right-of-ways, and a generous 19.50 acres are preserved as open space.
  • Neighborhood Design: The community is zoned as a Planned Unit Development (PUD) and will feature private neighborhood roads that will not be maintained by the county system.

3. Reynolds Lake Oconee: Hardin Woods (Sections I & II)

The Oconee Land Development Company has been actively advancing initial plats for Hardin Woods, located along the south side of Hardin Parkway. This addition to the Reynolds Lake Oconee PUD is split across two distinct residential sections:

Section I

  • The Layout: Spans 52.35 total platted acres and encompasses 48 single-family home sites.
  • Lot Sizes: Designed with a very spacious estate feel, boasting a massive average lot size of 1.71 acres.
  • Approved Road Names: The county zoning department has formally signed off on three private street names for this section: Persimmon Drive, Winterberry Way, and Sweetbay Trail.

Section II

  • The Layout: Spans 29.34 acres and outlines an additional 23 single-family residential lots.
  • Lot Sizes: Features an average lot size of 0.80 acres, with the smallest lot scaling at 0.61 acres and the largest reaching 1.03 acres.

The PUD Open Space Strategy

You might notice that these individual sections don't have large, dedicated parks carved out internally. Under the local Greene County PUD ordinances, separate open space isn't required inside a specific subdivision section if the development density stays below 1.01 units per acre. Because Hardin Woods ranges from a density of 0.78 to 0.92 units per acre, it safely bypasses that requirement. However, the overarching Reynolds Lake Oconee PUD as a whole remains incredibly green, preserving a vast 49.44% of its master-planned footprint as open space.

4. Harbor Pointe Townhomes

Finally, an early-stage preliminary proposal has been filed by Macallan Capital for a property located at 1071 Loch Lomond Drive.

Partnering with design professionals at Greyden Engineering, the preliminary plat lays out a roadmap for Harbor Pointe Townhomes:

  • Project Size: The application spans a total site area of 15.17 acres.
  • Zoning Context: The developer has requested PUD zoning to accommodate a single-family residential townhome community.
  • Utilities: True to the style of nearby high-end lake developments, all proposed utility mains and service lines are designed to run fully underground.

From low-maintenance luxury townhomes to multi-acre wooded estates, the diversification of housing inventory heading to the Lake Oconee area highlights a vibrant, highly demanded real estate market.
